The Pennsylvania Inspired Leadership Initiative will provide a statewide, standards-based leadership development and support system for school leaders at all levels through a delivery system that is cohort-based and embraces the regional collaboration of the intermediate units and their partners.

The initiative is designed to build capacity in school leaders by focusing on what they need to know and be able to do in order to provide the guidance and direction of sustained instructional improvement leading to higher student achievement.

Background

A group of approximately 40 educators representing superintendents, principals, intermediate units, higher education, various professional organizations and the Pennsylvania Department of Education met during the second semester of 2004-05 to develop a common set of standards for school leadership. 

The committee was co-chaired by Stinson Stroup, Executive Director of the Pennsylvania Association of School Administrators, and Terry Barnaby, Associate Executive Director of the Pennsylvania State Education Association.

Leadership Basics

From the work of this committee, the following leadership recommendations were presented and later approved:

  - Three Core Leadership Standards
  - Six Corollary Leadership Standards
  - Two program components, Grow and Support

  • 2005/06 school year: four regions, two Grow programs, and two Support programs
  • 2006/07 school year: eight regions, eight Grow programs, and six Support programs
  • 2007/08 school year: eight regions, eight Grow programs, and eight LEAD (Support) programs.
  • 2008/09 school year: eight regions, multiple GROW (PIP), LEAD, and Corollary Standards cohorts.
  • 2009/10 school year: eight regions, multiple GROW(PIP), LEAD, and Corollary Standards cohorts, plus 2-day Institutes.
