Act 45 of 2007, the 2007-08 School Code law, established nine Leadership Standards for school leaders and sets requirements for those leaders to attend programs that address these standards in order to meet Act 48 requirements. The law further directs the Department of Education to establish a Principals’ Induction Program that addresses the three ‘Core’ Leadership Standards and a Continuing Professional Education Program that addresses the three ‘Core’ and six ‘Corollary’ Leadership Standards. These requirements went into effect on January 1, 2008.

All principals who are new to the position on or after January 1, 2008 must complete the Principals’ Induction Program within five years. The program consists of two courses, based on the National Institute for School Leadership (NISL) curriculum. Each course is offered in one year. The first course (NISL Course 1) includes four units and these units are presented over an eight-day period throughout the year. The second course (NISL Course 4) includes three units and these units are presented over a five-day period throughout the second year. Act 48 CPE are awarded for the completion of each course. Course 1 provides 3 CPE, or 90 Act 48 hours, and Course 4 awards 2 CPE, or 60 Act 48 hours. A participant must attend all sessions scheduled to receive the Act 48 credit. This program is designed for new principals as well as principals and assistant principals with less than five years experience.

The Continuing Profession Education Programs are designed for experienced administrators with five or more years of experience. They include the LEAD (Leadership Essentials for Administrator Development) that addresses the three ‘Core’ Leadership Standards, plus the two remaining NISL courses (Course 2 and 3) that address the six ‘Corollary’ Leadership Standards. Act 48 CPE are awarded for the completion of each course. LEAD provides 2.5 CPE, or 75 Act 48 hours, while NISL Course 2 awards 3 CPE, or 90 Act 48 hours, and NISL Course 3 offers 1.5 CPE, or 45 Act 48 hours. Participants must attend all sessions scheduled to receive the Act 48 credit.

Administrators affected by Act 45 of 2007 are those who hold positions requiring a principal’s certificate, letter of eligibility or a vocational directors certificate. All of these positions are required to complete their Act 48 requirements by attending programs that address one or more of the Leadership Standards after January 1, 2008. Positions included in those categories include:

  • Principal
  • Assistant or Vice Principal
  • Superintendent
  • Assistant Superintendent
  • Vocational-Technical School Director
  • Intermediate Unit Executive Director
  • Intermediate Unit Assistant Executive Director
